Looking at a Jail Roster, what do these charges mean?

I'm not a law official but, I think that says that he was pulled over driving a MV (motor vehicle) in the 3rd Degree an that he refused the tests that they do to prove you're not sober enough to drive an Endangering the welfare of a child - if the child was present in the car at the time of incident.
