Make up blueprints using Photshop?

I draw up blueprints the old fashioned way for ppl to send away for printing (good old graph paper an pencil). I just got Photoshop Elements 7 for my photography and curious if I can do professional blueprints on the program? Or should I invest in AutoCad like I planned in the first place?
